    World's most secure web browser?

Does a linux web browser exist that will allow you to browse the web completely anonymous, and change your ip address periodically that is for sale? I found one online for Windows but can't find one for Linux. It seems like it would make more sense to have a secure web browser rather than going through a proxy server.

There is no way for browsers to change IP address. You'll have to use a proxy.
