You are right, now it's based on Debian... But I think it was based on a Minimal Ubuntu install back in a few versions.. However, it's still an awesome distro, my all time favorite :)

I'd say go with Ubuntu. It's the best distro for beginners, you don't have to do any tweaking at all! I really appreciate when someone who's a Windows expert tries Linux or something else......

Yeah, but make sure you install windows first! You can do it either way, but It's easier to install win first because if you install it second you won't have grub by default, because win erases it....
